To create a Blog the blogger will need to select or choose which blog domain to be used among all the available blog domain; if Google (Bloggers, and or Wordpress). 

To create blog on Google, gotto http://www.blogger.com and click on the create your blog link on the site as shown in the picture bellow 

MANAGING THE BLOG YOU CREATED

Now that you now have a blog, the next thing on the line is to start creating incredible writeups and make it exciting and not too gimmick.

to publish your first Blog post is the major key and having your own audience read your inputs and make sure you engage them equivocally so as to not bore them.
